I am an Assistant Professor in International Security at the Marxe School of Public & International Affairs, Baruch College, CUNY. Previously I was the Cyber Security Postdoctoral Fellow in the Center for International Security and Cooperation (CISAC) at Stanford University. My current main project, Algorithms & Atrocities, focuses on the viability and ethics of (what I call) 'cyber humanitarian interventions' to preventgenocides, war crimes, crimes against humanity, and ethnic cleansing. I also write on Just War Theory, cyberspace, genocide, and arguing for deploying disinformation and digital deception to parry atrocities. My published work has appeared in (for instance) International Affairs, Terrorism & Political Violence, Ethics & International Affairs, Journal of Intervention & Statebuilding, Genocide Studies & Prevention, Just Security, War on the Rocks, and Lawfare.
In 2020 and 2021, I was a Research Consultant for the Institute for Ethics, Law and Armed Conflict (ELAC) at the University of Oxford. During my PhD, I was a Visiting Fellow at the University of Oxford (2019-2020) and a Visiting Fellow at the NATO Cooperative Cyber Defence Centre of Excellence (CCDCOE) (2019). Before Stanford, I was a Postdoctoral Fellow at the Australian National University (2021-2022). I completed my PhD from without revisions required (highest distinction) in December 2021 (University of New South Wales, Australia). My research has received awards including the Frances V. Harbour Award (International Ethics Section, ISA), Barbara Hale Award (Australian Federation of Graduate Women), Ria de Root Award (best thesis by female postgraduate student, UNSW), Leo Mahoney Award (RUSI-Australia), and Dean's List Award.
